PQRS: Do You Need an EIDM Account?

CMS EIDM is CMS’s Enterprise Identity Management system, which provides a way for business partners to apply for, obtain approval of, and receive a single user ID for accessing multiple CMS applications. The PV-PQRS Domain in EIDM provides access for PQRS program information and various tasks such as viewing QRUR and feedback reports, submitting reporting data, and GPRO self-nomination.  An EIDM account and specific roles are required for participants to access these resources.

You will first need to register for an EIDM account if you do not have one already. Navigate to https://portal.cms.gov and click on the link to set up an account.

Before requesting a ‘Physician Quality and Value Programs’ role for your EIDM account, you will first need to determine which one of the following four user roles you want to request:

Security Official role: The Security Official role allows the user to perform the following tasks on behalf of a group practice:

  • Register the group practice to participate in the PQRS GPRO
  • Obtain the group practice’s QRUR and PQRS Feedback Reports
  • Submit a Value Modifier Informal Review Request on behalf of the group practice, and
  • Approve requests for the ‘Group Representative’ role in the EIDM

Group Representative role: The Group Representative role allows the user to perform the following tasks on behalf of a group practice:

  • Register the group practice to participate in the PQRS GPRO
  • Obtain the group practice’s QRUR and PQRS Feedback Reports, and
  • Submit a Value Modifier Informal Review Request on behalf of the group practice

Individual Practitioner role: The Individual Practitioner role allows the user to perform the following tasks on behalf of a solo practitioner:

  • Obtain the solo practitioner’s QRUR and PQRS Feedback Reports
  • Submit a Value Modifier Informal Review Request on behalf of a solo practitioner, and
  • Approve requests for the ‘Individual Practitioner Representative’ role in the EIDM

Individual Practitioner Representative role: The Individual Representative role allows the user to perform the following task on behalf of the solo practitioner:

  • Obtain a solo practitioner’s QRUR and PQRS Feedback Reports, and
  • Submit a Value Modifier Informal Review Request on behalf of a solo practitioner

Depending upon the role that you are requesting, you will need to gather information prior to signing up online. This information may include your personal information, business contact information, organization information such as TIN, legal name, and such.  It is important to gather the information before you begin the process for signing up for an EIDM as there is a 25-minute time limit to complete each screen (unless otherwise noted), otherwise you will lose all information already entered.
