Medicare Eligible Hospital 2019 Program Requirements for Promoting Interoperability

Now that the 2018 electronic health record (EHR) incentive program reporting period is closed for Promoting Interoperability (PI), you can begin working on the requirements for 2019 reporting. The 2019 Centers for Medicare & Medicaid Services (CMS) program changes continue the advancement of Certified EHR Technology (CEHRT) utilization, focusing on burden reduction and improving interoperability and patient access to health information.

To start, become familiar with the 2019 EHR incentive program requirements. Then, run your PI reports to ensure you are on track with the requirements and begin to mitigate any reporting gaps. You can also reach out to your vendor to obtain guides for best practices to achieve the PI requirements.

  • CEHRT – Beginning with the EHR reporting period in calendar year 2019, participants in the Medicare PI program are required to use 2015 Edition CEHRT.
  • Reporting period – For 2019, the EHR reporting period for new and returning participants attesting to CMS is a minimum of any continuous 90-day period.
  • Scoring methodology – NEW for 2019, CMS has shifted to a performance-based scoring methodology, and eligible hospitals must earn a minimum total score of 50 points. More information on scoring can be found here.
  • Medicare Objective and Measure Requirements – In 2019 there are four core objective reporting requirements for eligible hospitals. Objective and measure details can be found here. Note: CMS is retaining the Security Risk Analysis (SRA) as a program requirement, but it is not part of the scoring methodology.
