QPP Feedback Report Q & A

The Quality Payment Program Performance Feedback report is available on https://qpp.cms.gov/. You will need to log into the portal to see your final score and your payment adjustment information.

Here is a quick Q & A for you!

Q. Why am I receiving a low payment adjustment when I earned a high 2017 Merit-Based Incentive Payment System (MIPS) final performance score?

A. The Centers for Medicare and Medicaid Services (CMS) gradually implemented the 2017 performance period, understanding that the Quality Payment Program (QPP) was a big change for clinicians. CMS designed a scoring system that would reduce burden and increase flexibility during this transition year. As a result, more clinicians successfully participated. In fact, 91 percent of MIPS eligible clinicians submitted data for the 2017 performance period. With more clinicians participating, the distribution of incentive payments was widely spread. Because the MIPS payment adjustment is required to be budget neutral, a scaling factor is applied to positive 2019 MIPS payment adjustment factors, which may result in a lower adjustment than what may have been anticipated. Clinicians that were required to participate and did not, received a 4 percent payment reduction.

Q. What should I do if I believe CMS has calculated my points incorrectly?

A. If you believe there is an error with your 2017 MIPS final performance score, you may submit a targeted review request as soon as possible. Targeted reviews can be requested until September 30, 2018, but it is strongly recommended that targeted review requests are submitted sooner to ensure that payment adjustments are applied correctly as of January 1, 2019. You may find the application by logging into the QPP portal qpp.cms.gov site. Note: All targeted review decisions are final and there will be no further review.

Q. What information do I need to request a targeted review?

A. In addition to filling out the drop-down form within the QPP portal, additional documentation will likely be required and will be requested via email from QPPTargetedReview@telligen.com. Samples of common supportive documentation include: Data extracts from EHR, copies of performance data submitted to a third party (registry or vendor), QPP Service Center tickets and APM participation agreements.

Q. What’s included in the payment adjustment amount displayed on performance feedback?

A. Currently, the payment adjustment displayed in your feedback reflects your total payment adjustment, which includes any additional adjustment for exceptional performance. This additional adjustment is available to clinicians and groups with a final score of 70 or greater. We are investigating our ability to display these as two distinct adjustments. If this is technically feasible, we will update performance feedback so that you can differentiate between your MIPS payment adjustment and any additional adjustment for exceptional performance.
